Game Idea 10-17-2006 The Order of Karza


There is a planet nearby called Karza

It is ruled by the "Order of Karza", a semi-police state. The Order of Karza has a treaty with the Federation. Federation Diplomats hope to loosen up Karza over a long term, gentle program of engagement.

The Order of Karza sends an urgent message to the PCs ship -

A hostage Situation is underway - A Karzan Starliner has been taken hostage by Terrorists and is fleeing roughly towards the PCs ship.

The hijacked liner has been on scopes for a while - which means the Order of Karza took some time to make the decision to ask for outside help.

if consulted Starfleet Command says
Your priorities are
A) Preserve Civilian Life
B) Resolve the situation as peacefully as possible
C) Preserve the relationship with Karza

All of course flexible depening on circumtances -


The Hijacked ship is a mid sized ship - about the size of the Raven or twice the size of a Runabout.

It can run up to 24 passengers and crew. It are not capable of what the Federation would call a high warp speed. It is designed to take 3 - 7 day cruises between adjacent star systems.

The ship is easily detected and intercepted. It reads 18 life forms.

It has navigational shields raised preventing safe transporter use.

The Hostage takers are 5 people, armed with a variety of personal weapons. Some civilian stunners and some police issue hand disrupters.

There have been two people shot, one killed, one injured. Both are body guards to a VIP on board.

The hostage takers executed a technically adept plan to take the starliner and now own the engineering spaces an Flight Deck.

The crew of the Ship was stunned and imprisoned in the Passenger areas with the Passengers.

If spoken to, the Hostage takers claim to be members of "Armed resistance group" of the "Democratic Front of Karza."

They issue demands that the Order of Karza release 6 political prisonsers.

These six people are listed in the files on Karza as very enouraging people who
should be cultivated and encouraged when possible.

Records also indicate a ruthless and final approach to hostage taking on the part of the Order of Karza. Usually massed firepower.

The back story is this - the ruling class of Kara is having an internal dispute. Possible enemy power centers are being quashed.

The Six people described by the Armed resistance Group of the Democratic Front are folks wo have been writing, opinion and advocating in favor of more freedom and reform. Think Samuel Adams or Tom Paine.

When the Order of Karza became insecure it grabbed these guys and threw them in the pokey, where they're being abused and generally mistreated.

The Democratic Front is a politically based movement to advocate for reform. The Federation is quietly encouraging them.

After years of being ambivalent about challenges to their power - the ruling class of the Order of Karza is reacting harshly and starting to Purge the democratic movement on Karza.

The five hijackers are partisans of the democratic movement. They have taken the passenger liner because the VIP mentioned is a relative of one of the ruling oligarchs or Generals of te Karza Ruling Class - they hope that she provides the leverage to accomplish their goals.

If contacted - the Order of Karza demands that the ship be taken, and that all surviving hostages and criminals be turned over to them, with the rescue of VIP being the priority.

Absent the VIP the Order of Karza would have one of their destroyers slide up to the Passenger liner and blow it to pieces with disruptor fire and then publicly blame the casualties on a Terrorist bombing.

The question here is how far will the PCs go to explore WHY the hostage takers are doing what they're doing.

And then, if they learn what the full story is, what they'll do with it.

If the PC elect not to explore the subtlties, the Hostage takers ae smart and desperate, but not pros. They have a couple of smart traps in the ship and have arranged things to be mildly challenging for the rescuers.

If the PCs turn over the Hostage takers without talking to them, they'll be killed along with the political prisoners and many supporters of the reform movement.

Federation goals with the planet will be set back decades, and the Captain will get a reputation as someone who is fundamentally a legbreaker, not concerned with detais.

If the PCs do much of anything else, they'll be judged by the results. Nothing sells like success.

This is a difficult scenario becase it's tough to come up with a good solution.

The order of Karza is faintly paranoid but Major control freaks.

The people of Karza don't like their government but are afraid of what kind of problems major changes to it entail. They are ambivalent.

The Democratic Front is scared, they didn't authorize the Hostage Takers. Already their leading members have been detained. They fear with good reason that this will cause an even harsher backlash from the governmet.

The Federation is not happy - they want the Order of Karza to relax and get over it. They want a stable, happy, joy-joy scene and the Karzans have just acted to screw it up.
