Summary: An Orion World out on the fringes of the Federation

World Role: An Orion World.

Orion Worlds are neutral by treaty.

Solar System:
Kizolla system (Neutral)

Affiliation:
Orion/Neutral. In the early days of the Federation, the Orions and Federation signed a treaty that allowed any Orion World to be neutral within Federation Territory and to allow free passage of Orion vessels between said worlds. The Federation didn't know what that implied but has stuck to the treaty.

Orion worlds are found all over the place. The Federation aggressively woos all the "new" Orion worlds they encounter with a mixed record of success. Any given Orion World decides it's own status within the treaty, although they are treated as neutral by default until the world in question decides.

Kizolla quickly decided to go with the Orions.

Inhabited planets:
Kizolla the second planet in the system

Planet 1 has amining station
Xamius has a small science station
Planet 4 has a small mining/science station

Other planets:

1 Hot Rockball - Not too shabby for mining
2 Kizolla
3 - Super Jupiter. Xamius. This monster has 200 moons and a ring system occasionally visible from Kizolla. It dominates the Kizolla system.
4 - Lonely iceball, probably a lost moon from Xamius. Has interesting volatiles and compounds.

Stations and other objects
Kizolla High Port - this is a neutral zone for the planet and visitors. It rents space to various entities interested in space commerce.

It has moderate shp facilities. They are working on building more, but it's expensive for them.

Fueling Station - an anti-matter refinery. Primitive and expensive, its supply rate is low. The Kizollans are working on upgrades and laying the ground work for a better one.

Hot Box - Mining Station on Planet 1. This station handles smelting ores into metals, and shipping metals to Kizolla. This is expensive and difficult, due to the heat and radiation of being close to the Primary.

The Kizollans are bootstrapping their robotics technology without much help from the outside. They are getting better and better.

Ship Facilities:
Moderate - they can repair small to medium-sized ships. If a large ship pulled up and asked for help, they'd do their best.

But they are bootstrapping their technology and knowledge base without much help from outside, so for them, this stuff is expensive and hard-won.

They don't get a lot of traffic due to their distance from any place that is currently interesting.

Locations:
The five capital cities are each unique and interesting in their own ways

Kizolla has crystal caves and The Pink Forest, as well as the usual very nice areas for visiting.

Most of the really good areas have a Kizollan city on top of them or nearby and an expensive resort where the location can be fully enjoyed for a luxurious price.

Each of the five Cities has its own ground base, which will allow anyone who can land to land, and conduct any possible business.

If Kizolla was closer it would be a popular free port. As it is, traffic is too rare.

Environmental notes:
The Environment has mostly recovered from an industrial age, but scars can still be found.

General Tech level:
Early to mid 23rd century, not evenly distributed. Spots of higher technology.

They are building in Manufacturing to complete Fusion and replicator build in.

They can build good class 6 to class 8 weapons and can stretch to class 10, but not all that well. Their production is slow since they don't have the infrastructure to build a lot

In places, the tech level is still 1890s. Modernity costs money and not everyone has enough, yet

Government
Kizolla is run by a council of 5 noble families. Each House has a gaggle of companies that conduct economic and technical operations. Each Company has a flock of subsidiaries, partners and allied businesses that help it conduct operations.

Some of the smaller companies serve more than one house.

So it looks like a Corporate government where only certain people get to own stock in the five major corporations that run and influence life on Kizolla.

Some companies have been established to conduct operations for all five Major houses but to allow them to distribute costs. Kizolla High Port is one such operation.

Everyone pitches in for the Kizolla Space Guard, which acts as space defense, law enforcement and rescue.

Even the Ferengi are impressed by the complexity and flexibility of this system. Multiple types of currency are used. GPL was taken up as soon as it was introduced but isn't widely used, because not much GPL comes to Kizolla.

Approximately 3 billion

There are Ferengi and Nausicaan visitors, as well as occasional visits by others, but not enough to be statistically significant.

Cultural notes
The Residents of each of the five areas of Kizolla are propagandized and inculcated that their nation is the best one ever. Even the ones who aren't uber patriots will tend to default to preferring the one they know.

Green Orions are still held in slavery. This is chattel slavery. Greens are used as farm labor, grunt labor, sex workers and so on. The Larger Kizolla culture regards Greens as dangerously violent and insane, suitable only for being held captive and worked. Right thinking Kizollans consider Greens to be humanoid animals. They cling to this with intensity.

Languages:
Kizolla had lots of independent languages that had evolved from old Orion. Modern Orion is becoming the Lingua Franca. There are translator programs for almost all

Military:
Each House has its own security forces, intended to dissuade other houses from invading. In the past wars were fought, including large ones.

But this has declined after contact.

Now, the Kizollan House Forces are mainly for keeping order within each house's territory.

Kizolla has a handful of older ships, captured from pirates or sold to them by Botchok based houses. These are expensive for the Kizollans to maintain, but they keep these ships shipshape and ready to roll.

Kizolla has been the subject of attacks and raids in the past, but none have occurred recently.

Strategic Importance:
Very little currently. Kizolla is far away from anything else interesting, and on the edge of known space. A Few Scouts are probing the area looking for more interesting things. Not with much success.

Relations:
Orions: The Kizollans were disappointed by the benign neglect Botchok treated them with. Botchok will not gove them any technology, they have to buy it. The prices are high compared to Kizolla's economy, making development a tough struggle.

The Kizollans return this indifference. To non-Orions, they present a unified front, but the Kizollans are struggling to find a way to get a better hold in the Galactic Economy and build up their own economy.

Ferengi: The Kizollans greeted the Ferengi with suspicion and careful cynicism. Over time, they have built up a relationship with certain Ferengi traders. As with the Orions, the Ferengi are charging top prices for new technology, so this slows Kizolla's development into a modern world. Ferengi ships can come and go from Kizolla and purchase services, but they get no breaks unless they buy them in other ways.

The Nausicaans: The Nausicaans have refused to trade technology with the Kizollans, causing some anger and hard feelings. On the other hand, Nausicaan Mercenaries are always good for training space and ground forces in combat, so there is some business between the two. The Nausicaans view Kizolla as a possible rival on their frontier and so trade and interact diffidently.

The Na'khul: The Nak'khul, likewise, show little interest in technology trading. They, too view the Kizollans as a potential source of future problems. However, there is a small trickle of trade including some technology upgrades.

The Federation: The Federation has a distant relationship with Kizolla, in both senses of the term. Forewarned by Botchok, the Kizollans see the Federation as "The Bad Guys" and people who want to dominate them. The advanced nature of Federation starships makes the Kizollans unhappy. Federation Diplomatic overtures have not amounted to much. Federation information seeking has gathered a good read of publicly available information for Kizzola, but secrets of the 5 ruling houses and their complex relationships remain closed books.

No one else is close enough for regular contact.

Advantages:
Their economy is robust and self-reliant if small compared to galactic powers. Their Engineering R&D Budget is large and they have examples to look at.

Weaknesses:
Racism in their domestic and foreign policy hurts their ability to form closer economic bonds with neighbors.

A modern economy has little room and no need for Chattel slaves, so there is a "Green Problem" working up.

Federation offers to buy every green they can get a hold of are on hold as the Kizollans poke the idea to see if there's any downside for them.

Rumors and hints
There is a rumor that The Orion Syndicate has some relationship with one of the Kizollan Houses, or maybe more than one. But which ones change with each telling.

Kizolla is a free port for any Orion Pirate or Scout Who wants to stop by. But they get little traffic due to distance and lack of easy targets.

It's said that the Kizollans would totally agree to sell their greens to the Federation for the right price, but the Federation is leery because that price is technology.

A Ferengi Trade and Development organization is working on forming a relationship with the Kizollans, in exchange for support for Ferengi ships. But this runs into the same problem - the Kizollans are ready to agree, but their price is modern technology, and the Ferengi aren't sure they want to give this to the Kizollans.

There may be a free green underground on Kizolla. Or this may be a trap meant to lure escaped slaves to their doom.

1 - The Constitutional Monarchy of Tarmola (The Royal Family rules from behind the scenes)
Capital City: Opal River City
Space Port: Teeal Field, The City's main airport

2 - Maxonal, Inc, A Globe Spanning Corporation with multiple Subsidaries and operations
Capital City: Gorfals Bay, a Huge trade Port on the First Continent
Spaceport - New Gorfals Sport, an artifical Island in Gorfals Bay

3 - Pallara, a Dominant Information technology Company, owns media and distribution. Dizney meets Google
Capital City: Sun City, formerly a sleepy College town surrounded by farms, now a tech hub.
Spaceport: Xonard Field, their Airport.

4 - Haskom Decati: A Military Dictatorship. The trains run on time and corruption is run by the book
Capital City: Garvon City. The Streets are wide and the city is easy to navigate.

There are extensive Badlands on the third continent, this is the site of rebellion and escapees. It's hard to root rebels and bandits out of the area.

There is also a large and difficult mountain range on the Second Continent. It, too shelters escapees, drop outs rebels and bandits, as well as jungles and forests with interesting and odd ecologies.

Each of the five Capital Cities has its own ground base, which will allow anyone who can land to land, and conduct any possible business.

House 1
Tarmola

This is a nation. It s formatted as a constitutional Monarchy, but the royal family runs things behind the scenes. It has a number of successful businesses and industries.

Other houses on Kizolla have business intrests in Tarmola, and there is interchange but inside Tarmola The Royal Family always gets a cut. People who challenge their hold become accident prone.

Tarmola is the home a Green revolutionary front in rugged, wild areas. These rebel Orions (Both Green and Gold) occasionally commit massacres and bombings fighting for freedom.

Capital City: Opal River City. Old city, has old buildings and history. Landing field is build in old Famland, which still surrounds the landing field, formerly their main airport, upgraded for small starships

House 2
Maxonal, Inc

Maxonal started out life as the energy Company that first learned how to build fusion reactors.

This is a corporate form and has corporate officers and such likes. But they all serve The Stock holders. The Maxon family are the main Stock Holders, but almost every player on the world level has some Maxonal stock. This is how they secure alliances.

Maxonal has large investments in technology companies and benefits from all technological advances. A Maxonal Subsidiary runs their Anti-matter refinery. They have tendrils in every commercial activity they can reach.

Capital City - Gorfals Bay, a sprawling city along a very nice bay. Has a small country surrounding it, but this country is in fact a subsidary of Maxonal. Was a shipping and trade hub for three centuries and even today, most of the trade of the continent flows through there.

Gorfals bay is the biggest, richest city on the planet, but also struggles to keep control of itself. Factionalism, gangs and organized crime vie with a ruthless city government. But no one crosses Maxonal, Inc, unless they have a good plan or are badly over confident.

Greens live as second class free people in Gorfals bay but it's very Jim Crow and racist.

Their space port is actually an artificial Island in the bay.

House 3
Pallara

Pallara began the data revolution on Kizolla. They were huge. Imagine Apple, Amazon and Google, all all as one.

There was a huge contest for who would be the biggest information company and Pallara won it.

These days they form the main information infrastructure. They own the majority of devices, machines and computers through which all data, media, information and entertainment run. If they don't like you, you're probably not going to get heard.

But they know how to use outrage to sell the soap and then undercut it and move on without actually changing anything.

They vie with Maxonal to hold the lead in Technology. Often both will invest the same development labs in order to get new technology and keep each other from getting monopolies.

They have offices and operations in the other capitals, but take care to make it a cooperational relationship when they can.

Headquarters

Sun City, formerly a sleepy college town, now a center of information technology and finance. Prides themselves on being liberal and forward thinking. Their bias against Greens is very soft and false faced.

Their space port is the old airport.


House 4
Hashkom Decati
Hashkon Decati Started out 1000 years ago as an elite Military Unit. They would up taking over the country they run. They run their nation as large military camp. On the surface they look like a meritocracy.

But of course there is an underlying power structure.

Their government is a bureacratic but reasonably effective, but meritocratic.

They work at preparing for fighting and their military units are the most effective on the planet. But they are keenly aware that they lag the galaxy in technology. They have advanced studies units figuring out modern knowledge of war, conflict, tactics, weapons and so on.

Their main rivals are the military forces of Tarmola. Both organizations use each other as excuses to gain power.

They have a command council of 9 Generals and Admirals. Each General and Admiral nominates his own successor and the others vote on the successor.

The Police are well organized and very tough. The black market is well hidden and stays quiet, lest heads get cracked. Even the gangs are owned by various officers in the military. They let Greens Serve, but they never get to high ranks. Obvious racism is discouraged but crimes and murder against greens are investigated that hard.


Capital Garvon City. The streets are straight and wide. It is easy to navigate.

The Space Port is Kotchom Field, a specially built faclity

House 5
The Metal City Banking Union.

A collection of Banks and Financial Organizations based in Metal City. Metal city started out as a mine, and then forges and then a manufacturing center. Now they are building the future.

The MCBU is ruled by a coalition of fithly rich Kizollan people. They buy into the group, and their money keeps it powerful and dominant. Golden Orion people can buy into this Ruling Elite if they have a mountains worth of money, and are sponsored by a previous member. Children of this elite group go to elite schools and are inculcated in the right culture. Only people with the proper cultural tells and financial resources are considered really members.

Theres more mobility in this group, in and out, but even so, it's not quick. These people own the money and they economy. Cross them and your bedit cards stop working and soon so does everything else. They have tendrils and some influence in every other faction.

Capital: Metal City, a sprawling mess of factories, pants and everything else a working city needs. Its alive and vibrant but also dangerous in places. Greens can get hired to do anything, here. There's a lot of work to be done. But there's neighborhoods they better not go into.
